We explored this question using Spanish and mathematics achievement test data collected by the Ministry of Education between 1990 and 1997, as well as background data on students (McEwan, 2001a; McEwan & Carnoy, 2000). Since private schools tend to enroll students of a higher socioeconomic status (SES), a simple comparison of average achievement across school types confuses the distinct effects of schools and families. Thus, we estimated achievement differences across school types, controlling for student SES.

If competition between sectors successfully forced the public schools to become more productive, the differences between sectors could disappear over time. Hence, the evidence on how competition affects the traditional public schools is also relevant. The most careful empirical investigation of this issue is based on the Chilean experience. If competition from private schools forces the public schools to become more productive, one would expect the public schools in Chilean municipalities with large increases in private enrollment to exhibit greater gains in achievement than those subject to less competition from the private schools.
