Nationwide, Black students are disproportionately educated in schools defined as high poverty, meaning that 76 percent to 100 percent of attending students qualify for free and reduced-price lunches through the National School Lunch Program. These schools tend to lack the resource infrastructure present in low-poverty schools, and various factors associated with limited funding can produce a challenging learning environment for students. As the data below show, Black children are more likely to be concentrated in highpoverty elementary schools than in high-poverty secondary schools.

How are Black youth affected by school discipline? Black youth make up 16 percent of public school students and 9 percent of private school students in grades K–12 nationwide44 but account for:  35 percent of in-school suspensions,  35 percent of those who experience one out-ofschool suspension,  46 percent of those who experience multiple outof-school suspensions, and  39 percent of those who are expelled. 45 One out of every seventeen Black schoolchildren has been suspended at least once.
